The Mission
Our client is an established leader in the Federal Government construction sector. We are seeking a high-potential Assistant Project Manager to manage the technical and administrative infrastructure of multi-million dollar federal contracts. This is not a "coordinator" role; it is a high-autonomy leadership position designed for a professional who can bridge the gap between complex engineering submittals and field execution. You will handle the immense technical weight of federal compliance, ensuring the Project Manager can focus on high-level strategy and client relations.
Robust & Expanded Responsibilities
1. Technical Procurement & Engineering Oversight

Critical Path Procurement: Take full lifecycle ownership of the submittal process for long-lead-time mechanical (HVAC), electrical (switchgear), and structural systems.

Design Accuracy: Conduct a deep-dive review of technical specifications and drawings. You must identify "scope gaps" or discrepancies between the contract documents and subcontractor submittals before they reach the Architect or Government Representative.

VDC Coordination: Utilize Bluebeam Revu and Procore to manage the "Shop Drawing" process, ensuring all technical documentation aligns with MasterFormat divisions and specific agency requirements.

2. Federal Compliance & Operational Gatekeeping

Regulatory Reporting: Act as the primary auditor for Davis-Bacon Act Certified Payroll. Ensure all tiered subcontractors are in 100% compliance with prevailing wage laws to prevent project funding delays.

Security & Access Logistics: Lead the NAC-I (National Agency Check) and security clearance vetting process for all personnel entering restricted-access federal installations.

Safety Documentation: Coordinate the development and submission of Activity Hazard Analyses (AHAs) and Accident Prevention Plans (APP) in accordance with USACE EM 385-1-1 standards.
3. Field-to-Office Integration

Subcontractor Stewardship: Facilitate weekly on-site coordination meetings. You are responsible for identifying schedule bottlenecks and authoring detailed, legally-defensible meeting minutes for federal stakeholders.

RFI Management: Manage the Request for Information (RFI) lifecycle. You will perform the initial technical screening of field questions to ensure they are valid, clear, and accompanied by suggested solutions to expedite A/E response times.

Change Management Support: Assist in the quantification of labor and material for Requests for Equitable Adjustment (REA) and Change Order Proposals (PCOs).
Candidate Qualifications

Experience: 5–8 years of progressive experience in Construction Project Management, with a significant focus on Public Works or Federal projects.

Software Mastery: Expert-level proficiency in Bluebeam Revu, Procore, and Sage 300 CRE. Experience with LCPtracker for certified payroll is highly desirable.

Technical Literacy: Ability to read and interpret complex multi-discipline plan sets (Civil, Structural, MEP).

Clearance: Ability to obtain and maintain a federal security clearance (U.S. Citizenship typically required for NAC-I access).
