Constructability Engineer/Scheduler

Location: Springfield, MA (Headquarters)

Compensation: $90,000 – $120,000 + Performance Bonuses

The Mission

Our client is a premier, multi-state Federal General Contractor specializing in high-security DoD, DOE, and GSA projects. We are seeking Constructability Engineer & P6 Lead to serve as the firm’s primary technical strategist. You will be the architect of the project’s heartbeat, ensuring that complex mechanical infrastructure, disaster relief, and vertical construction projects are logically phased, technically sound, and contractually defensible. You are the barrier between the firm and liquidated damages, providing the forensic data necessary to protect corporate interests in high-stakes federal environments.

Advanced Responsibilities & Technical Depth

1. CPM Architecture & Resource-Loaded Scheduling

  • Network Logic Mastery: Develop, resource-load, and cost-load complex Master Project Schedules (MPS) in Primavera P6, strictly adhering to USACE SDEF and DI-MGMT-81650 requirements.
  • Logic Integrity & Health: Maintain schedule health by eliminating dangling activities, improper constraints, and excessive leads/lags. You will ensure the Critical Path is transparent, mathematically sound, and "audit-ready."
  • Safety Synchronization: Embed EM 385-1-1 safety milestones and high-risk Activity Hazard Analysis (AHA) durations directly into the schedule logic to ensure compliance is never an afterthought.

2. Design-Build Strategy & Constructability Review

  • Technical Audits: Lead the 35/65/95% Design Review phases. You are responsible for identifying "clash" risks in MEP systems (HVAC/Electrical/Fire Protection) and structural steel before mobilization.
  • Logistical Phasing: Develop phased mobilization plans for restricted-access military bases or active FEMA disaster zones, accounting for high-security background checks and material delivery bottlenecks.
  • Estimating Alignment: Cross-reference RSMeans and historical job-costing data with the schedule to validate that bid durations are grounded in labor reality and geographical constraints.

3. Forensic Analysis & Contractual Defense

  • Time Impact Analysis (TIA): In the event of government-directed changes, you will author comprehensive TIA reports. You must prove "Excusable Non-Compensable" vs. "Excusable Compensable" delays using forensic scheduling techniques.
  • REAs & Claims Support: Provide the technical backbone for Requests for Equitable Adjustment (REA). You will translate field delays into quantifiable data that secures time extensions and protects corporate profit.
  • Earned Value Management (EVM): Monitor project performance using SPI (Schedule Performance Index) and CPI (Cost Performance Index) to provide executive leadership with early warning signs of project slippage.

Required Technical Proficiencies

  • Software Power-User: Expert-level command of Primavera P6 Professional, Bluebeam Revu, and MS Project. Familiarity with NetPoint or Acumen Fuse for schedule health checks is highly desired.
  • Federal Regulatory Knowledge: Deep understanding of the FAR (Federal Acquisition Regulation), specifically clauses relating to "Default, Delay, and Time Extensions."
  • MEP/Structural Literacy: Ability to read and interpret complex mechanical and electrical drawings to determine logical sequence (e.g., HVAC commissioning vs. testing and balancing).

Key Performance Indicators (KPIs)

  • Approval Rating: Achieve 100% "Baseline Schedule Approval" on first submission to the Government Contracting Officer.
  • Float Management: Maintain a "Project Float Erosion" rate of less than 10% month-over-month through proactive field intervention.
  • Forensic Success: Measurable success in recovering time/costs through defended TIA and REA submissions.
